    Director

    Robert is Managing Director at RCA Regeneration Limited. He is a dual qualified Chartered Town Planner and Chartered Surveyor and has extensive experience in both the public and private sector.

    Initially, Rob worked in local government as a Senior Planning Officer and then as an Economic Development Officer, before moving on to work for English Partnerships and then Advantage West Midlands as a Development Manager, in the latter case with specific responsibility for Urban Villages.

    Rob then moved into private sector consultancy, working for the likes of GVA Grimley and a Chartered Surveying practice, both on a national basis, before setting up his own consultancy.

    For a large part of his career, Rob has specialised on appraising development projects, for both the award of grant and on behalf of developers seeking to assess viability. More recently, Rob has been assisting a number of local planning authorities in appraising viability assessments submitted by applicants who are seeking to make a case for reduced levels of affordable housing and other Section 106 obligations.

    With over 17 years experience in planning and development, Sian regularly appears as expert witness at complex planning appeals and instructs counsel.  As a dual qualified chartered town planner and chartered surveyor, Sian is considered by many to be a ‘safe pair of hands’.  Sian has a history of working in local government, for developers and in consultancy.  She has a well-rounded skills set with areas of expertise in areas including residential, commercial, institutional and leisure.  Sian works throughout the UK, but is most regularly engaged in projects within the midlands, south wales and south west.

    Sian particularly enjoys advising on applications and planning appeals as well as offering support on land promotion matters. She has extensive experience of community/stakeholder consultation and regularly runs events for a variety of clients.

    Sian works regularly with her Co-Director, Rob on development appraisals and has a robust understanding of what makes a scheme ‘work’.

    Chris Lane

    Senior Planning Consultant

    Chris recently joined RCA as a Senior Planning Consultant from an architectural practice in Worcester where he worked as a Planning Assistant. As part of this role Chris prepared planning statements, undertook background research and analysis, carried out site appraisals and wrote EIA screening requests and design and access statements. This experience has stood Chris in good stead for his current role which requires him to do all of these things and more, something which Chris approaches with both energy and enthusiasm, not to mention a considerable level of skill and maturity.

    Chris has completed his MSc in Urban and Regional Planning and is currently undertaking his Assessment of Professional Competence (APC) to become a Chartered Town Planner in due course. During his time with RCA to date, Chris has been responsible for the preparation and submission of a number of residential applications and appeals.

    Gareth is a Chartered Town Planner, having completed his master’s degree at the University of Sheffield in 2012. Since joining RCA Regeneration, Gareth has focussed on monitoring the progress of numerous Local Authorities Local Development Framework documents, strategic residential site identification and methodical in-depth analysis of housing land supplies. He has been involved in the preparation and submission of several large scale residential applications and appeals across the country, with a predominant focus on the Midlands.

    Ed finished his undergraduate degree in Geography and Environmental Management in June 2014 before joining the RCA team. He has since enrolled on an RPTI accredited Masters course at Birmingham City University to further his understanding of town planning and enable him to work towards full chartered town planner status. Ed provides assistance in researching the various elements that form planning applications and appeals to advise clients.

    Jack Barnes completed his RICS accredited undergraduate degree in Real Estate (Property Management and Valuation) in June 2014 before joining the RCA team after a period of overseas travel. He has since enrolled on the RICS’ APC course through the Planning and Development route and is half way towards gaining his chartered surveyors status.

    Jack provides assistance in undertaking detailed development appraisals on residential and commercial sites for the purposes of advising on scheme viability and negotiating planning obligations. Jack also advises on all aspects of the planning process, assisting developers to deliver proposals from the pre-application stage through to submission of a full application, managing the process from start to finish.

    With 22 years’ experience in planning with particular expertise in the negotiation of major and complex planning applications on difficult sites. Caroline has worked in consultancy and local government. She has extensive experience of dealing with residential development working on behalf of landowners, developers and house builders securing both the principle of development to subsequently put sites to the market and obtaining full planning permission for immediate development. Caroline has also undertaken strategic land promotion work. Most recently, Caroline was the Lead Officer within the Implementation and Delivery team at Dudley MBC, proactively engaging with landowners to bring forward stalled housing sites and to develop accelerated housing delivery. This involved working in conjunction with colleagues in regeneration and property and feeding into the brownfield land programme administered by the Black Country LEP to bring forward sites requiring remediation due to contamination/unstable ground. Caroline therefore has an in depth knowledge of the Black Country and West Midlands and issues surrounding development sites.

    Caroline is an accomplished project manager, leading and directing development teams through the planning process. Caroline particularly enjoys planning application work being able to problem solve and advising on how to improve schemes from a planning and design perspective.
