RCA were instructed by Worcestershire County Council to provide a professional opinion on information submitted by private developers and Worcester City Football Club relating to proposals for a mixed use development at land off Nunnery Way, Worcester. The proposed site which included the construction of a football stadium equated to a net development area of 3.95 ha. RCA’s report concluded that the amount of enabling development was justified and that the developer could afford the offered level of Section 106 contributions. In addition, the report recommended that the Council should seek contingent deferred obligations which would allow full Section 106 contributions to be realised in the event of uplifts in value.
