A viability report into the potential for a reduction in off-site affordable housing contributions in lieu of on-site provision associated with the construction of four detached dwellings at Gloucester Road, Welland. The report concluded that whilst the scheme showed a significantly reduced level of developer profit, the fact that it had been completed indicated that the Malvern Hills District Council could argue that the reduction in developer profit was part of developer risk. However, it was agreed that a reduction in contributions would be allowed in recognition of the scheme’s viability.
