RCA were approached by Worcester City Council to undertake a financial appraisal report into the potential for on-site affordable housing provision associated with a proposal for the development of 170 no. dwellings. The report concluded that the applicant could afford almost 23% affordable housing as opposed to the 11% offered by the applicant. In addition, the report recommended that the Council should seek contingent deferred obligations which would allow full Section 106 contributions to be realised in the event of uplifts in value.
