RCA were instructed by Worcester City Council to assess the viability of two residential schemes to replace sites previously earmarked for alternative schemes. Our appraisals demonstrated that no affordable housing or other Section 106 contributions could be afforded whilst retaining viability of the schemes. Despite this, contingent deferred obligations clauses were included within the Section 106 Agreement to allow for the Council to benefit from any uplift in values upon completion of the scheme.
