A viability report was produced regarding the negotiation of a Section 106 agreement for a 30 unit residential scheme by a major housebuilder which recommended that if the local authority were minded to either retain, delay or remove the obligations, then mechanisms should be put in place to allow the Council to benefit from any uplift in values at a future date.
