Provision of development appraisal advice of behalf of Bromsgrove District Council into the re-negotiation of affordable housing proposed by the applicant and to assess the viability of the scheme with the proposed changes. The report recommended that the provision of 40% affordable housing and all other Section 106 obligations was viable contrary to the applicant’s claim that only 30% affordable housing provision was viable. However, the report concludes that should the Council be minded to insist upon only 30% affordable provision, then it should seek contingent deferred obligations which would allow full Section 106 contributions to be realised in the event of uplifts in value.
