Welcome to this public consultation
Welcome to this virtual public consultation website, relating to the proposed development of up to 100 high-quality homes on land at Hoon Avenue, Newcastle-under-Lyme.
The land wraps around Merryfields School and is split into two connecting sections, with a smaller section to the north accessed from Milehouse Lane and a larger section accessed from Hoon Avenue at the southern end. The parcels are connected through a narrow corridor of land which sits to the rear of dwellings at Whitehouse Road.
The site measures approximately 3.89 hectares and can be seen in the location plan on this page.
The purpose of this consultation is to keep local people informed and to gather feedback on the proposed development. All comments will be carefully considered and may result in changes to the proposals. Once the planning application has been submitted, Newcastle-under-Lyme Borough Council will conduct a formal consultation, where you will be able to make further comments if you wish.

The proposed development
The developer, Lovell Partnerships, intends to bring forward the development and welcomes your views before submitting a planning application.
The application would be submitted as a Reserved Matters application. This follows the approval of the Outline application in February 2024, which included detailed approval of the access and consideration of the principle of development. As it has been established that development can take place on the site, this application is primarily about the detailed design. Matters for consideration will therefore be landscaping, layout, scale and appearance.
The development would include up to 100 new homes, a play area, public open space, a drainage basin and associated infrastructure.
Access into the development parcels will be from the approved access points at the roundabout at Hoon Avenue for the southern section and from Milehouse Lane for the northern parcel. A primary access route is proposed through each development parcel, with a small number of private drives which will facilitate movements within the site.
Lovell Partnerships has provided the proposed layout below, which currently includes 92 homes. The proposal would deliver a mix of housing to accommodate a wide range of requirements: 69 open market homes in a mix of 2, 3 and 4 bedroom dwellings and 23 affordable homes comprising 1, 2 and 3 bedroom dwellings.
There will be significant areas of new landscaping and proposed tree planting around the periphery, including the provision of a green corridor linking the two parcels of development. The proposed new landscaping and tree planting will complement the character of the area and create new habitats.
The proposal currently includes an attenuation basin in the south-east corner of the site and a play area also situated towards the southern boundary. The layout also provides areas of open space for informal recreation and enjoyment by the local community. Opportunities for connections into footpaths located off-site are also shown.

Local services and economic benefits
We understand that there may be concerns regarding the impact of new development, including the availability of local services and amenities. New developments pay sums of money towards upgrading, improving and in some cases introducing new community services and facilities via Section 106 Agreements and Community Infrastructure Levy. This money is collected by the local council.
In this instance, the development includes 25% affordable housing, a Travel Plan, provision towards improvements to a nearby Multi-Use Games Area, and agreement towards long-term maintenance of the open space at the site.
New developments can also bring wider economic benefits to a local area. The graphic below presents the final figures supplied for 92 homes, matching the current proposed layout, using Home Builders Federation (HBF) multipliers. These are estimates rather than confirmed contributions.
