RCA acted on behalf of Malvern Hills District Council on a report into the extent of open market housing that would be required to cross-subsidize the development of 21 affordable properties on a rural exceptions site. The report concluded that the development of 22 open market properties would be needed to cross-subsidize the affordable units, whilst still delivering a level of profit below that ordinarily required by developers. The report also recommended the insertion of a contingent deferred obligations clause in the S106 Agreement to allow the Council to capture any uplift in the future.
