A viability report was produced regarding the negotiation of a Section 106 agreement for a 161 unit residential scheme by an RSL in partnership with a major housebuilder which similarly recommended that if the local authority were minded to either retain, delay or remove the obligations, then mechanisms should be put in place to allow the Council to benefit from any uplift in values at a future date.
