A viability report was carried out on behalf of Malvern Hills District Council into the residual site value of the Council-owned Treasurer’s site at Great Malvern. The report was in relation to a potential sale of the site to a major retirement complex developer on the basis of a proposed development for a 54 unit ‘assisted living’ scheme and the potential for the provision of a commuted sum in lieu of the provision of off-site affordable housing and other Section 106 agreement obligations. The report confirms the current offer for the site and the extent of immediate Section 106 agreement payments but includes extensive sensitivity analysis which identifies the extent of any further contributions in the event of uplifts in value.
