RCA were approached by Wyre Forest District Council to undertake a financial viability report into the potential for the provision of affordable housing and other Section 106 obligations associated with the redevelopment of the site of a former telephone exchange to create 42 dwellings with associated parking and landscaping. The report concluded that the scheme could neither support any affordable housing or other Section 106 obligations but recommended that a contingent deferred obligations clause be included within the Section 106 agreement to allow the Council to capture any uplift in value at a future point.
