RCA were approached by Worcester City Council to undertake a financial appraisal report into the potential for on-site affordable housing provision associated with a proposal for the development of mixed-use scheme including residential, residential care, commercial, leisure, hotel, retail, multi-storey car parking along with associated pedestrian and highway improvements. The report concluded that the amount of affordable housing that phase 1 of the scheme could support is significantly below that required by policy and that subsequent phases could also only support low levels of affordable housing.
