RCA were approached by Redditch Borough Council to undertake a financial appraisal report into the re-negotiation of Section contributions associated with the conversion of a former works premises for 23 residential apartments by local developer. The report concluded that if the local authority maintained its requirements for full Section 106 contributions there should be mechanisms in place to allow the deferral of contributions to encourage the developer to deliver the scheme.
